Development of EPC model in Chinese public projects: evolutionary game among stakeholders

To promote the EPC (engineering, procurement, construction) model in public projects has become a key task of China’s construction industry reform. However, behavioral and strategic choices stakeholders related to will affect its stable development. We establish tripartite evolutionary game government-owner-construction company, analyze strategies influencing factors these development based on actual engineering case data. The results show that (ⅰ) there are six strategies, formed from different combinations conditions. Among them, strategy government incentive, owner choice, company upgrading qualification is most suitable for China; (ⅱ) relevant parameters have threshold effects, which may various stakeholders. Therefore, standards incentive policies must be scientific reasonable.
